Belmopan backing off threats
to arrest P.U.P. officials On April Fool’s Day a popular prank was
to trick the gullible into
believing that former Prime Minister Said Musa had been arrested. But
the rumour, which was spawned by the repeated assertions of P.M. Barrow
that a team of attorneys is investigating the diversion of millions of
dollars in donations from Venezuela and Taiwan, was not considered far
fetched. So it wasn’t surprising that during this morning’s press
briefing, the burning question was whether any arrest of Said Musa,
Ralph Fonseca or Amalia Mai was in fact imminent. But this morning
Cuthkelvin hinted that such action may be unlikely because of the broad
language of the Finance and Audit Act.
Delroy Cuthkelvin, P.M.’s Press Secretary “Regarding the missing twenty million Belize from Venezuela, while it is clear to the attorneys who are looking at the case that that Act had been violated, one of the problems with our system, we all know, is that in many instances, the sanctions are not clear or not even stipulated. So while it is easy to find our public officials in breach of regular policy, it is quite another matter to be able to pin them down to criminal charges.” In addition to legislating criminal sanctions for violations of the Finance and Audit Act, the Barrow administration has pledged to use an “empowered” senate to oversee the actions of the executive. But the politics surrounding the Venezuelan money will not go away any time soon and neither will the call for the Government to make good on its promise to lower the price of fuel at the gas pumps. Delroy Cuthkelvin “And what the Government has been trying to do is absorb as much of the cost as possible but in terms of working through the entire numbers as relates to what the Government needs to get from the cost of fuel in terms of taxes, in terms of a long term solution, that would have to wait for the new budget in June. But in the mean time the Government has been trying its best to absorb whatever costs it can, as you have seen in those instances.” Janelle Chanona “So the pump price would go up before there is any sign of going down because there are indications that the cost will...” Delroy Cuthkelvin “Well, the fact is that it has gone up a little and it is something we regret, the figures have to worked through properly and the administration is definitely committed in a long term way to ensure that the price does go down.” While the press secretary call the price hikes “little” we do point out that the most recent rise in acquisition costs shot diesel, the primary fuel of the productive sector, to a record eight dollars and ninety-one cents a gallon. UPDATES THE PRESS The media was updated today on a number of
ongoing
issues. The Prime Minister’s press Secretary Delroy Cuthkelvyn
addressed the recent Public Utilities Commission ruling on Belize
Electricity Limited’s request for a rate increase. Cuthkelvyn said the
Government welcomes the ruling.
Delroy Cuthkelvyn, Prime Minister Press Secretary “The Government of the Honorable Dean Barrow welcomes the ruling given by the PUC as a positive outcome in defending the rights of consumers; Immediately Statutory Instrument No 141 of 2007 which allowed BEL to add additional claims for expenses in arriving at the charges to be borne by the consumer was revoked. Notable among those claims was an added expense for the cost of the high tension grid power lines, a cost that had already included in the rates prior to privatization so that SI 141 of 2007 has been rescinded by this administration. The revocation of this SI has restored SI 145 of 2005. But certain unacceptable constraints remain in the rules under which the PUC must operate. These rules allow BEL to make demands which the government considers are contrary to the interest of consumers and national development. Among these are BEL’s right to add on to consumer bills the taxes charged on BEL income, in other words they are passing on their income tax to the consumer. The cost of generated electricity lost inefficiencies and commercial losses due to BEL’s administrative inefficiencies.” He went on to say that while the PUC is empowered to determine the reasonableness of rates of companies selling power to BEL, the price of electricity sold to BEL by its sister company BECOL has not investigated. Cuthkelvyn said it is expected that the PUC will now go on to the second step. Delroy Cuthkelvyn, Prime Minister Press Secretary “The present administration will not stop at trying to ensure that BEL does not increase their rates, we are insisting that rates must go down. So reiterate the Government has all assurances that the PUC utilizing the full force of the act will now go to the second step, that of reducing the existing rate. The position of this UDP government on the matter of electricity rate has simply not changed. When prior to the elections we pledged to reduce the cost of electricity, we did so for two solid reasons. One, being that the rates are certainly too high and represent an excessive and unbearable burden on consumers, a burden to and an obstacle to business. Secondly on the face of it, BEL is already an already a very profitable company, notwithstanding the high cost of fuel. Now, a further probe into the operations of the company shows that BEL is unfairly if not unlawfully passing on its own expenses to the consumers and furthermore that the company could easily reduce its operating expenses thereby increasing those profits. With all these facts before us, we believe it is not only unfair and inconceivable for BEL to want to increase its rate. We also believe it would be unjust and unacceptable, unacceptable I want to stress for them not to reduce those rates and give the consumers some much needed relief. That was the UDP’s position then, and it is our position now. It might be a bit bold to attempt to reach the goal of reducing rates by 50% but in view of all the facts, including the fact that BEL is making 30 million dollars profit annually right now, it would not be unreasonable to strive for that goal, reduction of 50% in rates.” Cuthkelvyn also updated on Prime Minister Barrow’s recent visit to Washington. He said the Prime Minister met with the President of the Inter American Development Bank Luis Alberto Moreno. The discussion focused on a number of issues including policy based loans, the establishment of a new development bank and the setting up of a half way facility for student loans. Delroy Cuthkelvyn, Prime Minister Press Secretary “The Prime Minister also advised the IDB President that he wanted to appoint Doctor Carla Barnett as the alternative Governor of Belize to the IDB and that he wish to have the IDB fund Doctor Barnett’s consultancy. The Prime Minister underscored the importance of having the government of Belize begin a structured engagement, as he called it, with the social partners. And that the results of such an engagement would feed into the budget process. Prime Minister Barrow said that any help that could be given by the IDB to expedite this request would also be appreciated.” Cuthkelvyn said discussions also looked at identifying funding for the gradual roll out of the National Health Insurance. Prime Minister Dean Barrow will be leaving the country on Sunday. Delroy Cuthkelvyn, Prime Minister Press Secretary “The Prime Minister, the Honourable Dean Barrow will be leaving the country this coming Sunday for Miami where he will be meeting with top World Bank officials who themselves will be traveling to Miami just to meet with Prime Minister Barrow. I must emphasize they will be traveling to Miami just to meet with Prime Minister Barrow which underscores how serious they believe Belize is under the present Prime Minister about working on development projects in a sound and transparent manner. Prime Minister Barrow will meet with the World Bank officials on Sunday evening and then on Monday and Tuesday he attends the IDB annual meetings. He will also be meeting again personally with IDB President Mr. Luis Alberto Moreno. Mr. Barrow has also scheduled a meeting in Miami with officials of the OPEC Fund for International Development, naturally to talk about possible financial assistance. ![]() Dr. Alvaro Rosado, the man in charge of the
Karl Heusner Memorial
Hospital since 2001, is on the way out. Information reaching News Five
indicates that the new K.H.M.H. board, chaired by Dr. Ricardo Fabro,
did not see eye to eye with Rosado and made it clear that his services
would be terminated. When contacted today by News Five Rosado declined
comment except to say that he has been placed on compulsory leave
pending a formal decision by the board on his future. That status was
confirmed this afternoon by Dr. Fabro who told us that the board should
be making its determination sometime this week. Read More
BRICENO SWORN IN AS
NEW PUP LEADER The new leader of the
opposition and leader of the People’s United Party was officially sworn
in today. The swearing in took place at the Government House in
Belmopan. Honorable John Briceno was accompanied by family
members,
friends and delegates of the PUP. The swearing in was done by
the
Governor General Sir Colville Young. After the swearing Briceno
had a
short meeting with the delegates to thank them for their support in his
victory. Notably present at this morning’s swearing in was
Albert
Area representative Mark Espat, Collet Area representative Cordel Hyde,
Daniel Silva, Hector Silva and Senator Rodwell Ferguson. Read
